No one knows a program quite like the staff who live it day in and day out. When internal staff can apply an evaluation mindset and skills with rigor and credibility, the learning results can be both effective and cost efficient.

Larger scale capacity building efforts involve PEER providing in-depth and ongoing training to program staff. We serve as coaches while you build an internal evaluation function that will eventually replace the need for external evaluation consultants.

On a smaller scale, usually structured as an hourly consulting contract, some organizations hire PEER to serve as mentors and quality control for program staff designing and implementing their own evaluations.
